Moses Kaggwa

Non-Executive Director

Moses Kaggwa is a highly experienced public finance expert with over 30 years in Uganda’s public service. As Director of Economic Affairs at the Ministry of Finance, Planning and Economic Development, he plays a key role in shaping Uganda’s economic and fiscal policies, driving inclusive growth, and promoting macroeconomic stability.

He holds a Bachelor of Laws (Hons) from Makerere University and a Master of Laws (LL.M.) in Taxation and Law of Economics from the University of Florida, alongside advanced training in economic modelling, oil and gas fiscal policy, and financial programming.

Moses has led major tax reforms, designed the Domestic Revenue Mobilization Strategy, and championed financial inclusion through the Microfinance Regulatory Authority. He was also a lead negotiator for Uganda in key East African Community protocols and played a central role in stabilizing Uganda’s macroeconomic indicators—including increasing domestic revenues from 7% to 14.3% of GDP and reducing poverty to 16.1%.

He chairs the Uganda Financial Action Task Force technical team and the Uganda Extractive Industries Transparency Initiative, advancing transparency in financial systems and natural resource governance. Currently, he is leading the implementation of the Ten-Fold Growth Strategy and the Parish Development Model to drive Uganda’s next phase of economic transformation.
